So if that’s their reason for not giving you a position the managers in the region have their heads up their ass or they are incapable of managing client expectations. Hell, my typing speed varies from day to day.
Highly doubt they’d exclude you because you’re a few points off. The last thing though is that you have an already above average typing speed that’s close enough to 70. So although a chief from a specific site may be running the interview, technically you should be being considered for any position within your commuting range. You apply to a region and then get placed a particular site based on the needs of the region and the candidates qualities. What’s more, SA doesn’t do site specific hiring. As part of the hiring spiel they typically used to say to expect a minimum typing speed of 40-50 WPM and administer a typing test to confirm, but there was plenty of flexibility.
Either that or the hiring associate (if they still call them that) or chief scribe is a little over the top with their expectations. I’d say this was probably a site specific request as another commenter here pointed out.
